Anyone can create a pool against a fee preset the protocol already allows. Nothing here needs permission, and nothing here can be undone: the pair, the fee and the bin step are fixed for the life of the pool.

This pool will trade immediately. Lending is not active yet. Idle bins begin earning interest once the pool meets the activation thresholds for volume, TVL, unique traders and price history.
